In spring 2003, the National Institute of Justice (NIJ) awarded RTI International, a non-profit research organization, a grant to evaluate programs funded by the Serious and Violent Offender Reentry Initiative (SVORI). The project is one of the largest evaluation studies funded by the NIJ, which is the research, development, and evaluation agency of the U.S. Department of Justice (DOJ). The Urban Institute, a nonpartisan economic and social policy research organization in Washington, DC, is the collaborator on the project. Drs. Pamela K. Lattimore and Christy A. Visher of RTI and UI, respectively, are Co-Principal Investigators and lead the evaluation team.

The 69 grantees are the focus of the evaluation, which seeks to address the following research questions:

  • To what extent did SVORI lead to more coordinated planning and integrated services among partner agencies?
  • To what extent did SVORI participants receive more individualized and comprehensive services than comparison subjects?
  • To what extent did SVORI participants demonstrate better outcomes than comparison subjects?
  • To what extent did the benefits derived from SVORI programming exceed the costs?
This five-year Evaluation will develop information on the 69 SVORI sites and conduct an intensive impact study of 16 selected sites. The focus of the Evaluation is to determine whether these programs have accomplished the overall goals of the initiative and to determine the relative costs and benefits of the programs. Over the course of the project, data will be collected from prisoners, official records, and grantee staff.
